GIZ and Nigeria Customs Collaborate to Streamline Clean Energy Imports and Strengthen Capacity for Renewable Energy Growth

In a significant boost to Nigeria’s renewable energy sector, the German Agency for International Cooperation (GIZ) has reaffirmed its unwavering commitment to accelerating the nation’s transition to clean and sustainable energy. This was highlighted during a recent stakeholders’ consultative forum held in Lagos, where key players discussed strategic initiatives aimed at simplifying the importation process of renewable energy technologies and enhancing the country’s overall energy landscape.

Dr. Markus Wagner, Country Director of GIZ Nigeria and ECOWAS, represented by Duke Benjamin, emphasized the critical role played by the Nigeria Customs Service in Nigeria’s journey towards achieving sustainable development goals and facilitating the green energy transition. Central to this effort is the successful implementation of the Advance Ruling Systems, which has notably streamlined customs procedures for importing renewable energy components.

“The strategic partnership between the Nigeria Customs Service and GIZ has been instrumental in simplifying customs processes for clean energy imports,” Dr. Wagner remarked. “This collaboration has resulted in shorter clearance times and reduced administrative hurdles, making it easier for businesses to bring in energy-efficient technologies. The launch of the new handbook on import and export procedures for renewable energy equipment marks a pivotal milestone in improving Nigeria’s ease of doing business in this vital sector.”

GIZ’s technical assistance extends beyond customs reforms. The agency has been deeply involved in building institutional capacity, strengthening governance frameworks, and providing knowledge transfer programs across various government ministries. These efforts have contributed significantly to Nigeria’s renewable energy policies, rural mini-grid projects, and nationwide energy efficiency standards.

The Federal Ministry of Power has lauded the Nigeria Energy Support Programme, implemented by GIZ, for its role in facilitating trade and advancing renewable energy adoption. Mahmud Mamman, the ministry’s Permanent Secretary, represented by Ben Ayangegor, emphasized the alignment of these initiatives with Nigeria’s Vision 30:30:30 — a national goal to generate 30 gigawatts of electricity by 2030, with renewables contributing 30 percent of the total.

“With GIZ’s support, the Nigeria Customs Service is advancing trade facilitation on renewable energy equipment in line with the National Renewable Energy and Energy Efficiency Policy (NREEEP),” said Mamman. “This collaboration is critical to achieving Nigeria’s energy security, meeting commitments under the Paris Agreement, and driving the country toward net-zero emissions.”

To further accelerate the importation and exportation of renewable energy products, the Federal Ministry of Power has called for the establishment of a dedicated task force. Headed by the Comptroller-General of Customs, this task force will focus on streamlining customs processes, expediting screening of renewable energy components, providing specialized staff training, and developing a Harmonised System Code specifically for renewable energy equipment.

Speaking at the forum, the Comptroller-General of Nigeria Customs Service, Bashir Adeniyi, represented by Deputy Comptroller General Caroline Niagwan, reiterated Customs’ commitment to supporting renewable energy imports. “We are working closely with stakeholders to facilitate the importation of renewable energy technologies while enforcing fiscal policies that discourage fossil fuel dependency. These measures are vital for achieving Nigeria’s net-zero emission targets through cost-effective solutions,” he stated.

Nigeria’s energy sector stands at a critical juncture, and collaborations such as that between GIZ and Nigeria Customs Service provide a solid foundation for sustainable growth. By simplifying import processes, strengthening policy frameworks, and building local capacities, Nigeria is progressively positioning itself as a leader in renewable energy within Africa.

The continued drive toward renewable energy transition promises not only to improve Nigeria’s energy security but also to foster economic growth, create jobs, and mitigate the adverse effects of climate change.
